Business Finland evaluates a genuine team of at least two founders who will relocate to Finland and work full time, an innovative business with international growth potential and sufficient resources. Its current criteria require the founding team to hold at least 60% of the company. The positive Eligibility Statement must be no more than four months old when the Migri application is submitted.
The €3,000 package covers the project and business plan, market and customer evidence, financial model, founder and family-file preparation, and settlement coordination after a positive decision. Official application fees and third-party costs are separate.

01What is included in the €3,000 fee?+
Project and business-plan work, organisation of market and customer evidence, financial tables, Business Finland and Migri file preparation, separate spouse and child file preparation, and post-decision settlement support. Official and third-party fees are separate.
02Is a consultant or an existing company required?+
No. Incorporation before the application is not required; a genuine team and a concrete, innovative business plan are required. An ordinary restaurant or consultancy does not by itself meet the startup criteria. Advice is optional and the founding team completes its own application. Our team is not an official partner or representative of Migri or Business Finland.
03Does Business Finland fund the company?+
The Eligibility Statement does not include investment or financial support. It is an eligibility assessment for the startup permit route.
04Can one founder apply?+
Business Finland currently requires a startup team with at least two founders, at least 60% ownership by the founding team, full-time commitment and sufficient resources.
05Does a positive Eligibility Statement guarantee the permit?+
No. Migri separately assesses the residence-permit application and the general requirements. Each founder and family member submits their own application.
